Mr. Perkins has a BS degree from the University of Alabama.
As a commissioned officer and a civil service employee, Mr.
Perkins worked in various capacities with the U. S. Army Corps
of Engineers (USACE) for more than twenty-five years attaining
the ranks of Lieutenant Colonel and GS-13, respectively. These
dual assignments provide him a unique perspective into Government
contract administration and Government contract law.
As a commissioned officer, he supervised the construction of numerous bridges, vertical construction projects, the construction of a super tanker ship-to-shore off loading facility and various civil engineering projects. In recognition of his efforts, Mr.
Perkins received numerous exceptional performance awards,
was awarded a bronze star and was awarded multiple army commendation
metals. As a civil service employee, Mr. Perkins worked in
various supervisory positions within the Mobile District of
the USACE, the Republic of Panama and the Republic of Germany.
The first ten years of his tenure with the USACE was devoted
to the construction of the approximately $2,000,000,000 Tennessee-Tombigbee
Waterway (Tenn-Tom Waterway). Mr. Perkins was initially involved
in supervising the construction effort. However, over a period
of time his duties became much more specialized and involved
the design, issuance, negotiation and finalization of construction
change orders, finalizing Contract Dispute Act (CDA) claims,
and negotiating and preparing monthly payments to the construction
contractors.
Mr. Perkins was Deputy Area Engineer, Resident
Engineer, Chief of the Contract Administration Branch, and
Chief of the Project Management Branch. As such, he completed
numerous forty to eighty hour technical courses. At multiple
locations, Mr. Perkins was an Authorized Representative of
the Contracting Officer. He completed the battery of mandatory
legal and contract administration courses culminating in his
being a warranted Administrative Contracting Officer at multiple
locations. Mr. Perkins' background and training resulted in
numerous exposures to hearings before the various Agency Boards
of Contract Appeals and various forms of alternate dispute
resolution. He has a through knowledge of network analysis
systems, frag nets and impact analysis.
He founded Construction Contract Specialists in 1995
and has developed it into an affordable one-stop service offering
cradle-to-grave services beginning with the solicitation stage
and following through to the resolution of all claims.
Since 2008, he has devoted much of his time to the performance of extensive research for legal and expert witness firms and condensing his findings into properly footnoted draft attorney or expert witness reports. |
