Dispute Resolution Phase
Operating on both sides of the fence, Mr. Perkins
has had years of experience assisting in the litigation of
cases in binding arbitration, non-binding mediation, before
the Armed Services Board of Contract Appeals, the former Corps
of Engineers Board of Contract Appeals, the Veterans Administration
Board of Contract Appeals, the Department of Labor Board of
Contract Appeals, the U. S. Court of Federal Claims, the U.
S. Court of Appeals for the Federal Circuit and in Federal
District Court. He has qualified and testified as an expert
witness on multiple occasions. With this background and experience,
he routinely smoothes out the transition from an issue being
an administrative matter to it being a legal matter.
Each attorney is permitted to have one technical
representative at his side during any hearing before an Agency
Board of Contract Appeals and in the various Federal Courts.
Mr. Perkins has acted in that capacity on numerous occasions
to the satisfaction of his clients. To a great
extent, this support permits the management staff of the Construction
Company to concentrate on what it does best, constructing
Government facilities. There is a lot to be said in support
of a seamless transition between the consulting firm and the
handoff to a law firm.
